On amendments to public offer agreements for banking services via Internet/Mobile Banking systems

Dear clients,

We hereby inform you of amendments and additions to the public offer agreements for the provision of banking services via Internet/Mobile Banking systems for individuals and legal entities.

The new versions of the public offers shall come into force on March 30, 2026.

What has changed:
— The Bank may now suspend debit transactions for up to 30 days if signs of fraud are detected, as well as restrict services in cases where access is transferred to third parties.
— A direct prohibition has been established for clients to transfer, sell, or otherwise provide third parties with access to the Internet/Mobile Banking system, including logins and passwords (Clause 4.12).
— Client liability has been clarified: Clause 6.4 has been introduced, establishing responsibility for transferring access to third parties and using internet banking in their interests to commit unlawful actions.

These changes have been made to ensure compliance with the legislation of the Kyrgyz Republic, as well as regulatory acts of the National Bank of the Kyrgyz Republic, including updates to the Regulation on minimum requirements for the provision of remote/distance banking services (Resolution of the NBKR dated January 21, 2026 No. 2026-П-39/3-2-(НПА)).
